Concept note

Below is the concept note for the workshop as developed on 25 July 2010

A. Proposed dates: 13-17 March 2011

B. Overarching goal: Stabilization of livestock trade between Horn of Africa exporting nations and Middle East importing nations.

C. Workshop objectives: At the end of the workshop, the following will be in process as developed by the participants

  1. Substantive progress toward formulation of an agreement on Rift Valley fever (RVF) response strategies, including familiarity with and ability to use the RVF Decision Support Tool
  2. Enhanced communication between importing and exporting Chief Veterinary Officers on trade and transboundary animal disease (TAD) control
  3. Consideration of regional framework for trade related TAD control strategies

D. Orientation: The workshop will be oriented toward trade, with directly concerned parties foremost. It will be based in action – what can be done about RVF.

E. Proposed implementing partners:

  • African Union Interafrican Bureau for Animal Resources (AU-IBAR)
  • Common Market for Eastern and Southern Africa (COMESA)/Alliance for Commodity Trade in Eastern and Southern Africa (ACTESA)
  • International Livestock Research Institute (ILRI)
  • United States Department of Agriculture (USDA)
  • World Organization for Animal Health (OIE)

G. Participants

  • Chief Veterinary Officers of exporting/importing nations (Djibouti, Eritrea, Ethiopia, Kenya, Somalia and  Sudan) and importing nations (Bahrain, Egypt, Kuwait, Oman, Qatar, Saudi Arabia, United Arab Emirates and Yemen)
  • Private enterprise: key livestock traders, pastoralist producers, quarantine station operators, Chambers of Commerce
  • Related organizations: Arab League, Food and Agriculture Organization of the United Nations Emergency Centre for Transboundary Animal Diseases (FAO/ECTAD), Gulf Cooperation Council (GCC), Inter-governmental Authority on Development (IGAD), World Health Organization (WHO) and World Trade Organization (WTO).
